BALOCHISTAN HUMAN RIGHTS REPORT – October 2025

This report documents the alarming human rights violations occurring in Balochistan, with a particular focus on enforced disappearances and extrajudicial killings. The cases recorded during October 2025 reveal a deeply concerning pattern of state repression, arbitrary detentions, physical and psychological torture, and unlawful executions carried out by Pakistani security forces. These abuses underscore a continuing climate of impunity and fear across the Balochistan.

During October 2025, Balochistan, along with reported cases from Karachi in Sindh and Dera Ghazi Khan in Punjab, experienced a sustained surge in violations.

A total of 87 cases of enforced disappearances were documented, reflecting widespread and systematic targeting of civilians. Additionally, 18 victims were released after enduring severe mental and physical torture, further illustrating the use of coercive interrogation methods.

During this month, 20 confirmed cases of extrajudicial killings were recorded, highlighting the lethal consequences of unchecked state power. These findings reflect the deteriorating human rights situation in Balochistan and indicate an urgent need for independent investigations, accountability mechanisms, and international monitoring to protect vulnerable communities.

Cases of Enforced Disappearances

A total of 87 individuals were forcibly disappeared across Balochistan. These incidents reflect ongoing patterns of arbitrary arrest, incommunicado detention, and denial of due process.

Notably:

  • 18 individuals were later released after enduring mental and physical torture.

Multiple incidents involved raids carried out by state-backed death squads.

Violence in Kech District

In Tehsil Tump (Kech district), a death squad operating under the protection of Pakistani security forces attacked two homes using hand grenades.
This assault:

  • Injured women and children
  • Spread fear and panic throughout the civilian population

Extrajudicial Killings

The extrajudicial killings by Pakistani forces in Balochistan continue unabated. The Pakistani military is reportedly detaining and killing individuals without due process for undisclosed reasons. In the month of October 20 People were extrajudicially killed.

  • A total of 87 cases of enforced disappearances were reported across Balochistan, Karachi (Sindh), and Dera Ghazi Khan (Punjab).

Torture

Janzaib Baloch

Janzaib Baloch, a labourer by profession was forcibly disappeared by Pakistani security forces from his home in Babbar shoor Pasni on September 28, 2025. On October 1, 2025 his bullet-riddled body was discovered near the coastal high way close to zero point area in Lasbella district.

Qudoos Baloch

On September 30, 2025 Qudoos Baloch son Umaid Ali, a driver engaged in cross-border trade and a resident of the Gardank area in the Buleda tehsil of Kech district. On October 1, 2025 his bullet-riddled body was discovered in the Sorap dam area in the Buleda tehsil of Kech district of Balochistan.

Neik Sal

On September 30, 2025 Neik Sal son Dilwash, a driver engaged in cross-border trade and a resident of the Gardank area in the Buleda tehsil of Kech district. On October 1, 2025, his bullet-riddled body was discovered in the Sorap dam area in the Buleda tehsil of Kech district of Balochistan.

Nizar Baloch

On September 30, 2025, Nizar Baloch son Arz Muhammad, a driver engaged in cross-border trade and a resident of the Jain area in the Parom tehsil of Panjgur district. On October 1, 2025, his bullet-riddled body was discovered in the Sorap dam area in the Buleda tehsil of Kech district of Balochistan.

Zehri accident

On 5 October 2025, locals reports indicated that an aerial bombardment targeted the Moola Pass area of Charhi in the Zehri region. The attack resulted in the tragic deaths of six civilians and left three others injured.

Those killed have been identified as:

  • Manzoor Ahmed, son of Abdul Hakeem
  • His two children
  • His nephew
  • Bibi Rahima
  • Her child

Muhammad Azam

On September 11, 2025 Muhammad Azam son of Abdul Rehman, a shopkeeper from the Patak area in tehsil Besima district of Washuk was forcibly disappeared by Pakistani security forces from the local market. On October 6, 2025 nearly a month later, his bullet-riddled body was discovered in the Gwarg Nag region, bearing a clear signs of extrajudicial execution.

Faqeer Jan

Faqeer Jan son of Ghulam Jan Shambazai was abducted on the night of October 18, 2025 by state-backed death squads in Gwash Paroom area of Panjgur district. Witness reported that the abductors arrived in a Surf vehicle and forcibly took him without legal cause. On October 20, 2025 his tortured and bullet-riddled body was found dumped in an open area of Paroom, Panjgur district. 

Zahoor Ahmed

On the night of October 20, 2025 Zahoor Ahmed son of Arz Muhammad and a resident of the Jaien Paroom area in Panjgur district was forcibly taken from his home by state-backed death squads. The following day his tortured and bullet-riddled body was discovered in the Nigwar river of Paroom.

Nazia Shafi

According to verified reports on the night of 28, 2025, state security forces identified led by locals as the frontier crops and their affiliated local collaborators conducted a violent raid on the home Shafi Muhammad. During this raid, the family was subjected to extreme violence. Nazia Shafi and her mother Pari were abducted at gunpoint. Reports also confirm that Nazia, s brother was abducted during the same raid. On the morning of October 29, 2025 Nazia Shafi was discovered in a semi-conscious critically injured and Nazia succumbed to her severe injuries I Nag area of Washuk district.

Abdul Khaliq

Abdul Khaliq son of Ameer, resident of Dashti Bazaar area in Turbat city of Kech district and a labour by profession was forcibly disappeared by Pakistani security forces. On November 1, 2025 his bullet-riddled body was found in Kech Kour Turbat. 

Najeeb Ullah

Najeeb Ullah son of Lal Bakhsh, aged 31 a resident of Meri-a-Kalag in Turbat, Kech district and an employed as a Naib Qasid at a government school was tragically killed by state-sponsored militias, locally known as death squad on October 30, 2025.

On October 17,2025 bodies of three forcibly disappeared persons from Dera Bugti recovered

According to details three persons, three persons were killed by the CTD in a fake encounter in Subatpur on October 17, 2025. Two of them were identified as Jameel son of Khawand Bakhsh Bugti, Pir Jan son of Karman Bugti, who belong to Nawab Bazaar Dera Bughti.

While the 3rd person has been identified as Hazir Bugti.

According to verified sources, Jameel Bugti and Pir Jan Bugti were forcibly disappeared by Military intelligence personnel from Dera Bughti city on March 19, 2025.

Aerial Attack in Chiltan Hills, Quetta

On 28 October 2025, an aerial strike carried out by Pakistani military forces targeted the Chiltan Hills near Quetta, resulting in injuries to nine civilian youths who had gathered in the area for a picnic. Independent sources confirmed that all victims were unarmed civilians. Despite credible evidence, authorities attempted to withhold information about the incident.

The injured were identified as below,

  • Jahanzaib Mohammad Shahi
  • Imrani Sumalani
  • Maqbool Ahmed
  • Zahid Baloch
  • Manzoor Ahmed
  • Daulat Khan
  • Arbab Baloch
  • Rafeeq Lehri
  • Wajid Ali

All nine individuls were transferred to Civil Hospital Quetta for emergency treatment. BBC Urdu reported that officials were initially reluctant to acknowledge the incident.
