Paank Monthly Report (May) 2025

This report documents the alarming human rights violations occurring in Balochistan, with a particular focus on enforced disappearances and extrajudicial killings. The cases reveal a consistent pattern of state-led repression, unlawful detentions, and targeted executions by Pakistani security forces. Based on verified reports from May 2025, the evidence reflects a sharp deterioration in the human rights situation across the region, with Baloch civilians, activists, students, and political workers increasingly subjected to intimidation and violence

Despite repeated appeals from international human rights organisations such as Amnesty International, as well as findings and urgent calls by United Nations experts, the Pakistani state continues to disregard basic human rights in Balochistan. These warnings have failed to halt the wave of state-sponsored oppression. Enforced disappearances remain alarmingly high, with individuals taken without warrants, held incommunicado, and often subjected to torture. The families of the missing are left without answers or recourse to justice, living in constant fear and uncertainty.

Arbitrary detention of prominent Baloch figures continues unchecked. Activists and leaders such as Dr Mahrang Baloch, Sibghat Ullah Baloch, Gulzadi Baloch, Beeberg Baloch, and Bebow Baloch have been unlawfully detained, often without formal charges or access to legal representation. Their only ‘crime’ appears to be speaking out against injustice or demanding rights for the Baloch people. These actions form part of a broader campaign to silence dissent and crush the democratic voice of the Baloch nation. The international community must no longer remain silent in the face of these ongoing abuses.

Cases of Enforced Disappearances

In May 2025, multiple cases of enforced disappearances and illegal detentions were reported across 15 districts of Balochistan, including 10 cases of enforced disappearances from Karachi Sindh.

Gwadar and Kech district have recorded the highest number of incidents of forcibly disappeared. Total cases of enforced disappearances in month of May 128.

In the month of May 35 People were released after mental and physical torture across Balochistan.

It is worth noting that in month of May, death squad operating auspices of under the Pakistani security forces attacked two different homes in tehsil Tump area in Kech district of Balochistan with hand grenades, resulting in the injury of innocent children and women and leaving them in extreme fear and terror.

Extrajudicial Killings

The extrajudicial killings by Pakistani forces in Balochistan continue unabated. The Pakistani military is reportedly detaining and killing individuals without due process for undisclosed reasons. In the month of May 27 people were extrajudicially killed, while in these cases, two people have not yet been identified, who were killed in the Nushki district of Balochistan and their tortured bodies were dumped.

Sameer Ahmed

On May 1, 2025, Sameer Ahmed was forcibly taken by personal of the Pakistan army from the premises of the Panchi Police Station in Tasp Panjgur district. On May 9, 2025 the mutilated body of Sameer Ahmed was discovered in the Tasp area of Panjgur district of Balochistan.

Ali Baloch

On May 5, 2025, 15 year-old Ali Baloch son of Moosa, a resident of Rod bun area in Tump tehsil of Kech district was directly hit and shot by State-backed death squad.

Waheed Baloch

On May 10,2025 Waheed Baloch son of Karim Dad, resident of Isai-e-Kour area in Panjgur district was forcibly disappeared from Panjgur city by security forces. On the next day his bullet-riddled body was discovered from Garmkan Kour area in Panjgur on May 11, 2025.

Sufi Tariq

On the night of 11-12, 2025 personal from the Pakistan Army and affiliated intelligence agencies forcibly entered the residence of Yaqoob Kalmati in the town of Jimuri. After verifying the identity of Sufi Tariq, he was taken into custody in front of witnesses. The next morning his body was discovered at Palliri, Gwadar with gunshot wounds.

Fahad Lehri

On April 4, 2025, Fahad Lehri son of Muhammad Iqbal lehri, was forcibly disappeared by security forces in Quetta. His mutilated body was discovered on May 13, 2025.

Muhammad Ramzan

On August 14, 2014, Muhammad Ramzan son of Haji Ahmed Dostain was forcibly disappeared from his home by Security forces. On May 4, 2025 his mutilated body was discovered from his hometown.

Younas Baloch

On the night of May 17, 2025, Pakistani military forces entered the residence of Levies Sepai Younas Baloch son of Rasool Bakhsh, in the Malar Bangul Bazaar area and illegally detained and forcibly taken Younas Baloch. On the next morning his bullet-riddled body was discovered from the Siah Kal area in Malar of Awaran district on May 18.2025.

Bakhtiar Ahmed

On the night of 17, 2025 in Shekharhi area in Kalat district of Balochistan, Bakhtiar Ahmed Baloch son of Muhammad Akbar and a resident of Badar Pull area in Naseerabad, was fatally shot by the personnel of the Frontier Corps. The killing occurred when local residents gathered to express concerns over the ongoing military operation in their area.

Sajid Baloch

On the night of May 20, 2025 Sajid Baloch son of Nasir Baloch was illegally detained from his home in Gushanag Kolwah area in Awaran district by Pakistani security forces. On the next morning his bullet-riddled body was discovered from the Cheel area in Malar, Awaran district of Balochistan.

Yasir Baloch

May 20, 2025 Yasir Baloch son of Nasram Baloch, a daily wage labourer from Geshkor area in Buleda of Kech district was shot by a military –backed death squad.

Hanif Aziz

On the night of May 23, 2025 Hanif Aziz was forcibly taken from his home by Pakistani forces without any legal justification, warrant or due process. On the next morning his bullet-riddled body was discovered from the Toboo Kad area in Jahoo.

Abdul Latif Baloch

On the night of May 24,2025, Abdul Latif Baloch son of Jan Muhammad, a senior Journalist and correspondent of Daily Intekhab Newspaper in Mashkai, Awaran. According to his family members and eyewitnesses Abdul Latif was brutally killed by Pakistani State-backed forces in the early hours of the morning, as he slept inside his home.

Ghous Bakhsh

On May 25, 2025, Ghous Bakhsh was summoned to a Pakistani military camp in Malar area in Awaran district, where he was forcibly detained and disappeared. His bullet-riddled body was discovered the following morning on May 26, 2025 in the Vahli area in Malar.

Abdul Rehman Buzdar

On May 26, 2025, Abdul Rehman son of Faiz Muhammad, resident of Rarra Sham area in Musakhal district of Balochistan was killed by security forces in Fake encounters in Tang Karaiz area in Barkhan district of Balochistan along with 2 others forcibly disappeared people. According to his family, Abdul Reham was detained from his home by CTD police.

Fareed Buzdar

On May 26, 2025, Fareed Buzdar son of Rahim Buzdar, resident of Rarra Sham area in Musakhal district of Balochistan was killed by security forces in Fake encounters in Tang Kiryar area in Barkhan district of Balochistan along with 2 others forcibly disappeared people. According to his family, Fareed Buzdar, was detained from his home by CTD police.

Sultan Marri

On May 26, 2025, Sultan Marri son of Eido Marri, resident of Rarra Sham area in Musakhal district of Balochistan was killed by security forces in Fake encounters in Tang Kiryar area in Barkhan district of Balochistan along with 2 others forcibly disappeared people. According to his family, Sultan Marri was detained from his home by CTD police.

Naseem Baloch

On the night of 26/27 May 2025 Pakistan security forces carried out unlawful operation in the Machi Malar area of Awaran district , resulting in the extrajudicial killing of 2 civilians and the critical injury of a women. The deceased identified as Naeem Baloch son of Sanjer Baloch.

Hoori Baloch

On the night of 26/27 May 2025 Pakistan security forces carried out unlawful operation in the Machi Malar area of Awaran district , resulting in the extrajudicial killing of 2 civilians and the critical injury of a women. The deceased Hoori Baloch daughter of Qasim Baloch.

Sher Khan Khetran

On May 22, 2025, Pakistani security forces detained Sher Khan Khetran from the Baghao area in Barkhan district. On May 28, 2025, his family received his dead body under distressing and suspicious circumstances.

Darman Baloch

On May 27, 2025 Pakistani forces called Darman Baloch to an army camp, where he was extrajudicially detained in the military camp for two days and the evening of May 23, 2025 he was allowed to go his home. As he was heading home, he was once again illegally detained by a State-Armed death squad already on the way. On May 30, 2025 his bullet-riddled body was found in the fields of Kohadu area in Jahoo.

Musafir Baloch

On May 29, 2025, Musafir Baloch son of Pir Dad, a resident of Balgater Kelkor, was assassinated in Apsar, Turbat, and the main city of Kech district by members of a state-backed death squad. Who was a local driver was targeted despite being engaged in non-political work to support his family.

Nizar Baloch

On May 29, 2025, Nizar Baloch son of Abdul Ghani, resident of the Nasirabad area in the Kech district of Balochistan, was assassinated by death squad in hometown.

Abdul Aziz

On May 29, 2025, Abdul Aziz son of Noor Muhammad, resident of Gushanag Kolwah area in Awaran district was in route to Malar Army camp after being summoned by Pakistani forces. He was shot dead by the same death squad in the Cheel area before reaching the Camp.

Sageer Ahmed

On May 30, 2025 Sageer Ahmed son of Basheer Ahmed, resident of Gwrjak area in Mashkai, was a government employee in Levies force. Who was brutally shot dead by state-backed death squad in the Shareeki area of Mashkai tehsil of Awaran district.

Analysis of Extrajudicial Killings in Balochistan

In Balochistan, Pakistan’s security forces are carrying out extrajudicial killings— that means people are being killed without a legal trial or court order. The state uses this practice as a double-edged strategy.

Targeting Missing Persons

Many people who were already forcibly disappeared by the state are now being killed and falsely labeled as militants. The government claims these people died in encounters (gunfights) and were involved in fighting against the state. This allows the authorities to say that the issue of “missing persons” doesn’t really exist because those individuals were not in custody, but rather active rebels. This narrative undermines the efforts of families who are demanding the safe return of their loved ones.

Boosting the Army’s Image

At the same time, the state uses these killings to improve the image of the military and raise public support. By claiming that they are eliminating “antistate elements,” they make it seem like the army is protecting the country from internal threats. This portrayal is often used to gain public sympathy and justify the use of force.

Denying Families Closure

In many cases, the state does not hand over the bodies to the families. Instead, the victims are buried in unknown graveyards, making it hard for families to confirm the death or mourn properly. This adds to their pain and prevents any legal investigation or justice.

Conclusion & Appeal to the International Community

The month of May–z025 reflects a disturbing escalation in Pakistan’s policy of repression in Balochistan. The documented cases of 128 enforced aisappearances, 27 extrajudicial killings, and the use of death squads to terrorize civilians-especially women and children-reveal a deeply rooted and systemic violation of human rights.

These acts are not isolated. They form part of a calculated state strategy aimed at silencing dissent, criminalizing legitimate political expression, and er1sing the Baloch identity through tolence and fear. The use of extrajudicial killings as a propaganda tool-portraying missing persons as militants killed in staged encounters-both discredits the families’ peaceful struggle and boosts the military’s image in the public eye. The denial of dead bodies to families and the secret burials further reflect the state’s intent to eliminate not just lives but also truth and accountability

Despite repeated appeals by international human rights organisations and UN bodies, Pakistan continues to act with impunity, ignoring its international obligations and the calls for justice. Activists, students, and political leaders remain under constant threat, detained without legal cause, and punished merely for demanding basic rights.

Furthermore, we call upon the European Union to urgently review Pakistan’s eligibility for the GSP+ trade scheme, which grants preferential trade access based on adherence to international human rights commitments. The ongoing abuses in Balochistan are a clear breach of these obligations.

The findings in this report make one thing clear: Balochistan is under siege, not by an external force, but by the very state meant to protect its citizens. The international community must no longer remain passive. Silence enables the contiriluation of these crimes. Urgent international pressure and intervention are needed to stop the cycle of disappearances, torture, and state-sponsored executions in Balochistan before more lives ar1e lost and more families shattered.
