BALOCHISTAN HUMAN RIGHTS REPORT – March 2025

This report sheds light on the deeply troubling human rights violations taking place in Balochistan, with particular emphasis on the ongoing issues of enforced disappearances and extrajudicial killings. The documented cases reveal a consistent and disturbing pattern of state-led repression, characterized by arbitrary arrests, incommunicado detentions, and unlawful executions allegedly carried out by Pakistani security forces. These violations not only undermine the rule of law but also contribute to a growing climate of fear and
mistrust among the local population. In addition to these systemic abuses, the recent state crackdown on the Baloch Yakjehti Committee (BYC) and prominent activist Dr. Mahrang Baloch has further intensified concerns. Her arrest, along with the detention of several peaceful protesters and human rights defenders, has drawn condemnation from civil society groups. The situation escalated further during the long march organized by the Balochistan National Party (BNP), which was met with excessive use of force, mass detentions, and widespread intimidation by state authorities. These aggressive tactics reflect an alarming trend of silencing dissent and suppressing political activism in the region. The information presented in this report is based on verified incidents reported during March 2025, offering a stark illustration of the rapidly worsening human rights landscape in Balochistan. Immediate intervention and sustained attention from national and international human rights bodies are crucial to prevent further abuses and ensure justice for the victims.

The following districts reported cases of enforced disappearances and illegal detentions in March 2025.

Cases of Enforced Disappearances

In March 2025, multiple cases of enforced disappearances and illegal detentions were reported across 15 districts of Balochistan, with some cases extending into parts of Karachi, Islamabad, Jacobabad, and Dera Ghazi Khan. The Quetta and Qalat district have equal figures recorded the highest number of incidents, with 37 individuals forcibly disappeared. Total cases of enforced disappearances in the month of March are 181. In the month of March 87 People were released after mental and physical torture across Balochistan. Note. Several People are being held in various Police stations after being illegally detained in different areas during the violent actions in the month of March, and many people have been injured in the violent actions of the forces, the data of which has not been received yet.

Peaceful Protest and State Violence at Balochistan University

Following the revelations about the secret graves, BYC members and families of the forcibly disappeared initiated a peaceful protest in front of the University of Balochistan in Quetta. Rather than engaging in dialogue, the provincial authorities responded with force. Security forces opened fire on the demonstrators, killing three people, including a 12-year-old boy, Naimat Baloch.

Protest Over the Bodies and Crackdown on Demonstrators

In protest against the killings and the lack of accountability, the BYC leadership refused to bury the deceased and began a sit-in with the bodies. The Balochistan government once again responded with violence. Peaceful protesters were brutally dispersed, and internet services were suspended in an attempt to suppress information and public mobilization. Shockingly, even the bodies were forcibly taken away by Quetta police, an act that sparked further outrage across the province.

Arrests of Activists and Use of 3MPO

As part of the continued crackdown, several key organizers of the Baloch Yakjehti Committee (BYC) and prominent activists—including Dr. Mahrang Baloch, Beboow Baloch, Bibagar Baloch, and Shahji Sabgathullah Baloch, were arbitrarily detained without due process. They were held incommunicado for several days before being transferred to Hudda Jail in Quetta under the Maintenance of Public Order (3MPO) law, effectively circumventing legal procedures and fundamental rights protections.

Widespread Protests and Continued Repression

These events ignited province-wide protests, which continue as of this writing. The Baloch population, civil society groups, and human rights defenders have condemned the use of violence and arbitrary detention by the state. Despite mounting public pressure, the Balochistan government and state institutions continue to rely on repression rather than dialogue, escalating tensions and deepening the region’s human rights crisis. Extrajudicial Killings

The extrajudicial killings by Pakistani forces in Balochistan continue unabated. The Pakistani military is reportedly detaining and killing individuals without due process for undisclosed reasons.

Nizam Baloch
Nizam Baloch son of Ali Baloch, forcefully disappeared by State-backed-death squads on the night of March 11, 2025 from Gilli area in Buleda. His family reported his abduction to the local police station and nominated four individuals. However, the next day, his mutilated dead body recovered, bearing signs of extreme torture.

Shah Nawaz Baloch
Shah Nawaz Baloch son of Ali Baloch, a resident of Gomazi Tump in Kech district of Balochistan, became a victim of target killing by the State-backed death squad.

Shah Jahan Kurd
Shah Jahan Kurd son of Ellahi Bakhsh resident of Naal tehsil of Khuzdar district of Balochistan was executed by state-backed death squads linked to Shafiq Mengal at his block factory in Nall. Shah Jehan Kurd was the brother of Zahid Baloch, the former Chairman of BSO Zahid Baloch, who was forcibly disappeared by Pakistani forces on March 18,2014 and remains missing to this day.

Nehmat Baloch
12- year-old Nehmat Baloch was shot and killed on March 21, 2025 by Pakistani forces during a peaceful sit-in demanding the release of forcibly disappeared persons.

Habib Baloch
Habib Baloch was shot and killed on March 21, 2025 by Pakistani forces during a peaceful sit-in demanding the release of forcibly disappeared persons.

Imdad Baloch
Imdad Baloch was shot and killed on March 21, 2025 by Pakistani forces during a peaceful sit-in demanding the release of forcibly disappeared persons.

Eshan Baloch
On March 23, 2025, state backed death squad killed Ehsan Baloch an activist affiliated with the Baloch Yakjehti Committee and a shopkeeper by profession in Naal Bazaar, Khuzdar district.

Touseef Baloch
Touseef Baloch son of Muhammad Azeem, resident of Kalar, Mashkai. He was summoned to Military camp on December 13, 2024, then forcibly disappeared by security forces. His mutilated body was discovered from his hometown on March 26, 2025.

Zaheer Baloch
Zaheer Baloch son of Niaz Muhammad, a student at Uthal University and a resident of Shareeki, Mashkai area in Awaran district was forcibly disappeared from his home on February 27, 2025. His mutilated body was found on March 26, 2025, from his hometown.

Irshad Baloch
Irshad Baloch son of Wahid Bakhsh, a Sepai in Levies department and a resident of Shareeki, Mashkai area in Awaran district was forcibly disappeared
from his home on February 27, 2025. His mutilated body was found on March 26, 2025, from his hometown.

Saif Baloch
Saif Baloch son of Latif Baloch, a driver by profession and a resident of Mewar, Mashkai area in Awaran district was forcibly disappeared from his home on February 27, 2025. His mutilated body was found on March 26, 2025 from his hometown.

Anas Baloch
Anas Baloch son of Mulla Barkat was forcibly disappeared by Pakistani forces on October 2, 2024. His mutilated body was found on March 28,2025 at Kech Kour (Kech River) Turbat Balochistan.

Conclusion & Appeal to the International Community

The March 2025 report on Balochistan paints a harrowing picture of systematic and state-sponsored human rights abuses. With 181 recorded cases of enforced disappearances, 87 victims of torture, and 12 extrajudicial killings, the region remains gripped by a deepening humanitarian crisis. The violent crackdown on peaceful protesters, including the arbitrary arrests of Dr. Mahrang Baloch and other members of the Baloch Yakjehti Committee, and the secret burials in Quetta’s Kasi graveyard, are shocking examples of the extent of repression. These acts—ranging from incommunicado detentions and torture to the silencing of dissent—stand in direct violation of international human rights laws and democratic norms. Particularly distressing is the killing of a 12-year- old boy, Nehmat Baloch, and the use of state-backed death squads operating with impunity.

We urge the international community, including the United Nations, human rights organizations, and democratic governments, to take immediate notice of these grave violations. Silence in the face of such cruelty emboldens the perpetrators and betrays the victims.

Furthermore, we call upon the European Union to urgently review Pakistan’s eligibility for the GSP+ trade scheme, which grants preferential trade access based on adherence to international human rights commitments. The ongoing abuses in Balochistan are a clear breach of these obligations.

Without sustained global pressure and accountability, the cycle of violence and injustice in Balochistan will continue. The people of Balochistan deserve justice, dignity, and peace—nothing less.
