This report documents the alarming human rights violations occurring in Balochistan, with a particular focus on enforced disappearances and extrajudicial killings. The cases recorded during November 2025 reveal a deeply concerning pattern of state repression, arbitrary detentions, physical and psychological torture, and unlawful executions carried out by Pakistani security forces. These abuses underscore a continuing climate of impunity and fear across the Balochistan.
During November 2025, Balochistan, along with reported cases from Karachi in Sindh and Dera Ghazi Khan in Punjab, experienced a sustained surge in violations.
A total of 95 cases of enforced disappearances were documented, reflecting widespread and systematic targeting of civilians. Additionally, 21 victims were released after enduring severe mental and physical torture, further illustrating the use of coercive interrogation methods.
During this month, 20 confirmed cases of extrajudicial killings were recorded, highlighting the lethal consequences of unchecked state power.
These findings reflect the deteriorating human rights situation in Balochistan and indicate an urgent need for independent investigations, accountability mechanisms, and international monitoring to protect vulnerable communities.

Cases of Enforced Disappearances
A total of 95 individuals forcibly disappeared across Balochistan. These incidents reflect ongoing patterns of arbitrary arrest, incommunicado detention, and denial of due process.
Notably:
- 21 individuals were later released after enduring mental and physical torture.
- Multiple incidents involved raids carried out by state-backed death squads.
Extrajudicial Killings
The extrajudicial killings by Pakistani forces in Balochistan continue unabated. The Pakistani military is reportedly detaining and killing individuals without due process for undisclosed reasons. In the month of November 20 People were extrajudicially killed.

Bahad Baloch
Bahad Baloch son of Rahim Bakhsh, a resident of Kolahoo area in Tump tehsil of Kech district,was brutally killed by members of state-backed death squads in Dehaat area of Kech onNovember 1, 2025. Bahad a labourer by profession, worked along the border region near thecoastal city of Gwadar, in the Kuntani area. He earned his livelihood by transporting oil onmotorcycle across the border to support his family. According to verified sources armed militiaoperatives affiliated with Pakistani military forces intercepted him, seized his motorcycle,valuables and other belongings and after killed him.
Abdul Rehman
Abdul Rehman, a 16-year-old student and a resident of Tump, Kech district of Balochistan, was brutally killed by state-backed death squad on November 2, 2025. The accident occurred at approximately 1:00 p.m. inside a shop, where he was shot dead in front of his father Tariq Noor.
Buleda Accident
On October 29, 2025, four young men from the same family went on a picnic to Jadeen mountain near their village in Buleda tehsil of Kech district, Balochistan. Prior to the outing, they had obtained permission from a nearby military camp. Despite this, the army carried out a drone strike on the group, killing all four young men.
Later that same day, the Pakistani military’s media wing, ISPR, claimed that four terrorists had been killed during an intelligence-based operation in Buleda. This claim was proven false when local residents recovered the mutilated bodies on November 2, 2025, and identified them as local civilians, including two brothers.
Three of the victims were residents of the Zardan Kocha area of Buleda, while the fourth belonged to Bitt Buleda.

Naseem Qadir
Naseem Qadir, a 16 year-old young and a son of Qadir Bakhsh, was forcibly disappeared fromhis home late one night of November 7, 2025 by a state-backed death squad in Hoshap, Kech.The following morning his bullet-riddled body was discovered dumped in a remote area inHoshap. According to his family Naseem had previously been subjected to repeatedharassment and was summoned multiple times to the Hoshap military camp. Before hisabduction and subsequent killing, he worked as a labour in Kuntani, struggling to earn alivelihood to support his family.
Mir Dost
Mir Dost son of Ubaid Ullah and a resident of KoshKalat, Tump, Kech was found dead in theGinnah area of Turbat, Kech on November 10,2025. His body bore clear signs of severe tortureand multiple bullet wounds. According to his family Mir Dost was forcibly disappeared fromhis home on February 13, 2025 by personnel of the Pakistani security forces. For nearly ninemonths, his family remained in anguish, unaware of his fate despite their repeated appeals toauthorities. After months of silence, his tortured and bullet-riddled body was discovered.
Farooq Naeem
Farooq Naeem son of Naeem Baloch and a resident of Khairabad, a small town in Kech,Balochistan was detained by Pakistan’s law enforcement agencies and paramilitary forces atthe Tallar checkpoint in area of Kech district on April 24, 2025. He had been travelling toKarachi to obtain a medical certificate required for his visa to Qatar. After seven months ofenforced disappearance, his bullet-riddled body was discovered in Banuk-e-Charai, an area ofKech on November 17, 2025. According to eyewitnesses, Farooq’s body showed clear signs ofsevere shocks and multiple injuries.
Zareef Baloch
Zareef Baloch son of Lal Bakhsh, and a resident of the Balor Kulowa area in Kech, was forcibly disappeared on March 31, 2025, in Ormara by Pakistani security forces. He was subjected to enforced disappearance along with his relative Rahm Dil son of Haidar. Rahm Dil was released the following day, while Zareef remained in enforced disappearance. On November 17, 2025 Zareef Baloch’s bullet-riddled body was recovered from the Banuk-e-Charai area of Kech. The condition of Body showed that he was extrajudicially killed while in the custody of Pakistani forces.
Ismail Ibrahim
Ismail son of Ibrahim and a resident of Mand Gawak in Kech, Balochistan was targeted and killed by direct firing from Frontier Constabulary (FC) personnel while he was on a picnic with his friend on November 18, 2025. Later the same day, his friend, Noman Baloch, was also forcibly disappeared.
Ismail Baloch
Ismail Baloch son of Ellahi Bakhsh, a young labourer from Baghbana, Khuzdar, was abducted on November 18, 2025 from the main RCD road in Surab by armed men believed to be part of a state-backed death squad. On November 19, 2025 his bullet-riddled body was discovered in Baghbana, confirming he was unlawfully killed in custody.
Ayaz Baloch
Ayaz Baloch son of Akbar and a resident of Mehnaz, Buleda in Kech was forcibly disappearedon November 12, 2025. According to verified sources, he was enforcedly disappeared byPakistani security forces accompanied by a state-backed armed group near the main bazararea of Mehnaz, returning home from school. On November 19, 2025 Ayaz, s mutilated anddecomposed body was found in the Reko dam area of Buleda. Due to the extent of tortureand decomposition, his face was unrecognisable. His family was able to identify him onlythrough his clothing and the shoes recovered beside the body.
Ajaz Baloch
Ajaz Baloch, son of Deenul and a 27 year-old shopkeeper, was forcibly disappeared on November 16, 2025 from Kunchati Dasht by the personnel of the Frontier Corps (FC). According to his family, Ajaz was later shifted to Turbat Civil Hospital in a critically injured condition, admitted in a half. Conscious and severely wounded state as a result of extreme violence and brutal treatment during custody. On November 19, 2025 Ajaz succumbed to injuries.
Jalal-ud-Din
Jalal-ud-Din, 30, son of Deen Muhammad and an employed as a driver, was shot dead by armed, masked men on a motorcycle. The assailants opened fire while he was cleaning a vehicle at a service station, killing him on the spot.
Muhammad Alim
Muhammad Alim, 26 son of Mulla Bakhsh and a resident of Grisha, Shahshan, was shot dead by state-backed armed groups. He was travelling to Rowaat, a nearby village along the Mashkai bypass road, to visit his father-in-law family when masked gunmen opened direct fire, killing him on the spot. Eyewitnesses reported that Muhammad Alim was indiscriminately targeted by Pakistan military-sponsored armed groups. He was the sole provider for his family, which includes a disable brother, an elderly father, and a young children.
Imran Baloch
Imran Baloch 26 year old, son of Nadil Hayat and a resident of Gomazi, Tump was forciblydisappeared by state-backed death squad operatives from his home at around 2.a.m onNovember 26,2025. His wedding celebrations were underway when armed personnelentered the house and took him into custody. According to Imran’s family, the operatives,working alongside law enforcement agencies called them after shortly detaining him. Withina day of the enforced disappearance, they demanded a ransom of up to 20 million rupees forhis release, warning that failure to pay would result in the family receiving Imran’s torturedbody. The family unable to meet the demand, managed to gather 7 million rupees, but despitethis, the same armed group dumped his tortured body in the Gomazi area of Tump thefollowing night.
Abu Baker
Abu Baker son of Hasil, a resident of Dasht Balnigwar kaliro and currently residing in Gwadar Baloch Ward, was forcibly disappeared by Pakistani forces on November 26, 2024. On November 28, 2025. His bullet-riddled body was discovered in the D.Baloch area of Kech district.
Tahir Baloch
Tahir Baloch son of Allah Bakhsh, a resident of Sholeg area in Dasht of Kech district, was forcibly disappeared by Pakistan Coast Guard on May 12, 2025. According to his family, the authorities had acknowledged his detention and assured them he would be interrogated and later released. Despite these assurances Tahir Ahmed never returned home and was later extrajudicially killed and his bullet-riddled body discovered in the D.Baloch area of Kech district on November 28, 2025.
Yasmeen Baloch
On November 29,2025 Yasmeen Baloch daughter of Nasir Baloch, a resident of Garook bazar area in Hoshap tehsil of Kech district, which ruthlessly Killed and inflicted grievous injuries on three other children Durdang d/o Khalid, Tahira D/O Khalid and Asiya D/O Shambay. Yasmeen succumbed to her injuries after being transferred to Karachi for emergency treatment.
